The hypothesis of this study is that the local government act in Sweden 1862 was an instrument for the state to keep its´ political influence on the local level. It did not open for local self-government. The swedish historians Dahlkvist and Strandberg description of the Swedish local government act support this hypothesis, as does the analysis of political scientists Pettersson and Söderlind. The general opinion that the local government act opened for local self-government does still exist among many swedish historians.This study had two aims. The first was to investigate the actual extent of self-government in Borgvik, a small municipality in Sweden during the period 1861-1924.

Background: From the beginning of the 60´s until the beginning of the 80´s the swedish local government has expand enourmously. The expansion didn´t lead to any discussions about how the local government should be controlled or organized. The local government should instead be organized and controlled as administrations. Lately it has became more usual to have these discussions about how local government should be controlled and organized. Nowadys it´s not unusual that local governments imitate private companies.

This thesis concerns how local governments use the concept sustainable development, and what the concept means. The concept of Agenda 21 and local Agenda 21 will also be discussed in this essay, because it's an instrument for local governments to specify their work towards sustainable development. I have interviewed civil servants in leading positions in the municipalities? work with environmental questions and sustainable development. In the choice of method for this thesis, I use the qualitative method and for the interviews I chose the ?semi structure way of interviewing?.This thesis shows that local governments? implementation of sustainable development and Agenda 21 differ between the municipalities.

AbstractSince the 2006 election the country of Sweden is governed by four Liberal and Conservative parties. Parties that by cooperating maintain power in office and forms a so called coalition. A coalition that not only can be seen at the national but also at the local level. According to pervious research coalitions that holds control of the seats in the government at the national level tends to increase the total expenditures compared to other types of government formations. The communication with government and municipality through Internet has in-creased during the last couple of years. Therefore we have chosen to focus our bachelor thesis in this particularly area and the needs for usable web services for the citizens. In this bachelor thesis we are studying a increasing group users, namely elderly citizens. During the study we have analysed E-governments ser-vices usability through usability tests. The combination of conversations and meetings with individuals, observations of interactions and literature studies give us the opportunity to explore the users needs.

This study finds that the Swedish Government has a process for purchasing financial advisory services that is more transaction-oriented than the corresponding process at a Swedish private equity firm. The conclusion is supported by previous research comparing public and private sector purchasing processes. However, the differences between the two purchasing processes are not as significant as one might believe given the fact that the Government, unlike the private equity firm, has to operate under the Public Procurement Act (LOU). The tendency of the Swedish Government to apply a more relationoriented purchasing approach than expected is most likely driven by the fact that this represents the established professional norm for purchasing of professional services in the private sector. As LOU and the professional norm impose contradictory influences on the Swedish Government?s purchasing of financial advisory services, the final outcome depends on which of the two forces that dominate..

The aim of this paper is to spread some light over contract treatment from the perspective of the District Courts, Social Services and Probation Services, and understand the reason for local variation of the number of people sentenced to contractual treatment.Essential questions asked in this paper are; What advantages and disadvantages are known by the cooperating parties regarding contract treatment in comparison to prison? What parameters are considered when the cooperating parties decide upon contract treatment? What impact does the shared responsibility of cost have? What do the respondents think is the reason for the local variation?In order to answer the essential questions a qualitative and descriptive method has been used to highlight the main question of our study; What is the reason for the local variation in number of contract treatment sentences in Halmstad and Ystads district courts?The paper shows that the local variation between the Probation Services districts is dependent on the conditions to propose a contract treatment. In Halmstad it is not conditioned for the Probation Services to have a responsibility agreement with the Social Services to the same extent as for the Probation Services in Ystad..

The purpose of this paper is to investigate in which aspects the public library is affected by its local community. This is re-searched by means of an exemplified case study of a Swedish public library in which we analyze governing documents and the library website with respect to environmental scanning and mar-keting of library services.The research questions are: How are the local community?s demands on the public li-brary being described in the governing document? How is the public library?s response to the demands of the local community being described in the operational plan? The Swedish political organization is subject for the investigation of this thesis, with regard to the realization of universal human rights. The work with Agenda 21 resulted in a larger focus on local participation and deliberation. The Swedish implementation of Agenda 21 is a result of these local governments´ political agendas and policies.The purpose with this paper is to examine the relationship between the citizen and the local government. It focuses on three theories of citizenship and how the view of "the environmental aware citizen?; in the local government?s municipalities policies differ and from which theory of citizenship do they come from.The analysis is of a valuing and comparing nature. During the autumn of 2008 I obtained office experience by working at the local government of Örnsköldsvik. I started working on the district green plan of the green structure and that led to the work of this exam paper. The purpose of this exam paper has been to define some standpoints for the green structure of the local government district of Örnsköldsvik. I have used both a larger and a smaller scale to obtain a wide a perspective as possible of the green structure. The larger scale gives an overall view of the whole municipality while the smaller scale is found in the study of the two local areas Centrum and Domsjö.
